IT HAS 16,000 FEDERAL EMPLOYEES AND APPROXIMATELY 100,000
CONTRACT EMPLOYEES AND LOOK AT THE JOB IT HAS DONE!
THIS IS WHERE YOU SLAP YOUR FOREHEAD AND SAY 'WHAT WAS I THINKING?'
