This rolls around every few years.  The concept is good, or at least well meant, but all proposed plans I've read have a couple problems.
  The first is practicality, and probally the reason the army has not adopted a new program yet.  What ever test they go to has to be testable in every unit; active duty, guard and reserves.  Which rules out any test that need special equipment to achieve.  It also makes it unreasonable to have a twelve event program.  Larger units would spend several hours getting personell rotated through that many stations.
   Another flaw is the idea of trying to get pt to fit every soldiers job; What pt fits a JAG para leagal platoon?  How bout a mess section?
    And the unfortunate end result is that under the present pt test a certain percent is going to fail.  That same percent will fail the new pt test.  And the new one that replaces that.

How do crunches apply more to real world fitness then Sit-ups?

I've seenm an article on the combo the Marines are doing--some traditional exerises, and then a test with field-relevant exercises.  It seems quite relevant to what one might do in combat.  As usual, the army is behind in implementing something with an edge (see also MC martial arts vs. army bjj training!).

Marines do the Combat Fitness Test with the following:   

1.  880 Yard Run. Marines will run for 880 yards while wearing boots and camouflage uniform (pants and t-shirt).

2.  Ammo Can Lifts. Marines will lift a 30 pound ammo can from the ground, over their heads as many times as they can in two minutes.

3.  Manuever Under Fire. Marines must move through a 300 yard course, and perform designated tasks, in the time limit authorized. The tasks include:

•Moving in a quick scurry for 10 yards, then a high craw for another 15 yards.
•Drag a casualty for 10 yards, while zigzagging through several cones. Then lift the casualty and carry him/her at a run for 65 yards.
•Carry two 30-pound ammo cans for 75 yards, while zigzagging through a series of cones.
•Toss a dummy grenade 22 1/2 yards and land it in a marked target circle.
•Perform three push-ups, pick up the two 30-pound cans and sprint to the finish line.
