Directly depends on the city and county.
Could be sheer dirt to something decent.

Then the decent salary is usually inside a higher cost of living area.
Basically, not trying to be cynical, they are always going to suck.

Depends which city, county, you apply to.  Funny certain cities can present a very nice package.  I've seen 42K up to nearly 55k starting with academy training.
